European Charter for Regional or Minority Languages

The objective of this treaty is to promote multilingualism and thereby greater unity and social cohesion in states that are party to the treaty. Article 7(2) of the Convention requires state parties "to eliminate...any unjustified distinction, exclusion, restriction or preference relating to the use of a regional or minority language and intended to discourage or endanger the maintenance or development of it." It goes on to specify that any special measure taken to "promote equality between the users of these languages and the rest of the population or which take due account of their specific conditions is not considered to be an act of discrimination against the users of more widely-used languages." Part III of the Treaty is organized thematically, laying out the measures to be taken in different fields. Part IV of the Treaty sets up a monitoring mechanism.
